Pennsylvania recorded 55 reportable outages in 2025, down from a record 71 in 2024, but 2,884,067 customers were affected, almost matching 2024’s 2,882,795, according to a state utility commission report released Sept. 21. Weather was linked to 52 of the 55 outages.
The report counted 20 “Major Events”—abnormal or extreme occurrences that stress electric distribution systems—which affected about 1.7 million customers, versus roughly 696,000 in 2024. PPL Electric recorded the most reportable outages, 15; Citizens, Pike Electric, UGI Electric and Wellsboro had none.
Nine of Pennsylvania’s 11 electric distribution companies improved outage frequency year over year, but only four met the commission’s outage-frequency benchmark. Four met its average-restoration-time benchmark and five its overall-outage-duration benchmark. The PUC said it continues to assess utility maintenance, vegetation management, storm response and crew mobilization. A 2025 resilience project examined extreme weather and changing climate conditions, including wind-speed thresholds linked to sharp increases in outages.
