Oxygen Forensics CEO Lee Reiber and Russian national Oleg Sergeyevich Davydov were arrested and charged with conspiracy to commit wire fraud. A complaint alleges the firm concealed Russian ownership; the Secret Service signed a five-year contract in 2024.
According to the criminal complaint, five Russian nationals, including Davydov, owned and controlled Virginia-based Oxygen through a Cyprus holding company; the complaint also alleges its software was Russian. Reiber allegedly promoted the company as selling only American-made software and having no foreign ownership. The complaint says references to Russian ownership were removed from public filings after the United States imposed additional sanctions on Russia in early 2022.
Agencies listed as affected included the Defense Department and DHS components: the Secret Service, National Computer Forensics Institute, Homeland Security Investigations and DHS Office of Inspector General. An affidavit says Reiber wrote in November 2023 that coverage of Oxygen’s Russian ties could “destroy” a pending National Computer Forensics Institute contract. If convicted, both men face maximum prison sentences of 20 years.
