Open-weight models make their parameters downloadable, allowing organizations to run, evaluate, adapt and deploy them on chosen infrastructure, subject to the licence. Apache 2.0 generally permits commercial use, modification and redistribution if required notices are preserved, but businesses should check each model’s terms. An open checkpoint can stay fixed until the business chooses to replace or fine-tune it.
Open weights still require infrastructure and engineering, and do not guarantee security; they enable independent testing but cannot ensure it. The article also cautions that European data storage alone does not guarantee legal sovereignty: a provider subject to U.S. law may be required to disclose data under valid legal process even if it is stored in Europe. It says this is not unrestricted access, but may create uncertainty where U.S. disclosure duties conflict with European data rules.
