Cook rates Senate control a toss-up as Democrats’ prospects improve

Democrats’ Senate chances have improved amid President Trump’s unpopularity and economic frustration, but control remains a coin flip, the Cook Political Report says. Democrats hold 47 seats to Republicans’ 53 and need four GOP seats if they retain their seats.

Cook rates Georgia as Likely Democratic, with incumbent Jon Ossoff heavily favored; Iowa and Texas have moved into toss-up status. Kansas, which Trump won by 16 points in 2024, has become a Democratic target, though Republican Sen. Roger Marshall remains favored.

North Carolina Democrat Roy Cooper is favored over Michael Whatley in the state described as Democrats’ likeliest pickup. New Hampshire is shifting toward Republicans, with Democrat Chris Pappas and Republican John Sununu in a close race. Alaska, Maine, Michigan and Ohio are also battlegrounds.
