An independent review says several actions, omissions and institutional practices at Utah Valley University warrant attention after Charlie Kirk’s 2025 fatal shooting. It found no UVU employee or agent acted in bad faith or with willful and wanton disregard for safety.
The review said Turning Point USA insisted the event be held outdoors, creating significant security-planning considerations. Brett Parkinson, counsel for Kirk’s family, said the report reaffirmed the family’s claim that UVU security was understaffed and unprepared, and called for accountability.
Earlier this month, the Kirk family said Utah officials failed to prevent his killing despite a “specific tip” about rooftop-access risk at the school. UVU President Jon Anderson said the university would follow the review’s recommendations and had made progress strengthening campus safety over the past year.
