New York City Council Speaker Julie Menin is sponsoring two proposed AI bills: one would require third-party validation and a human shutdown override; the other would let whistleblowers share fines collected from AI companies that break applicable laws.
The first bill would require third-party validation before a business markets, offers for sale or deploys an AI system in New York City. The system would need a human override that can shut it down, which the validator would verify. The proposal sets a $25,000 penalty per instance, with both the business and validator liable if validation is missing or falsified.
Menin asked the CEOs of Anthropic, OpenAI, Google, SpaceXAI and Meta to participate in an Oct. 5 council-wide hearing on potential risks of AI development to New Yorkers. Both bills are set to be heard at the hearing.
