Flacco said he had no idea he would be traded last season, when the Browns sent him to Cincinnati after Joe Burrow’s season-ending injury; he started four games for the Bengals. Flacco said Cincinnati would make the decision if another quarterback-needy team came calling, and acknowledged that NFL plans can change quickly.
