The Environment Agency says no final decision has been made on removing the Hogsmill River stepping stones in Ewell, after previously favouring removal over safety concerns. Talks with partners continue, while access to the crossing remains restricted.
Epsom and Ewell Borough Council says it has moved gravel to lower river levels and uncover the stones, cleaned algae from them and repaired the steps. The council has also secured funding for an accessible bridge upstream, which it says would provide an alternative crossing in addition to the stones.
The stones’ ownership is unclear, and the council previously decided not to take responsibility for the crossing, its maintenance and associated liability. Laid in 1983, the stones are sometimes submerged as river levels rise; their steps are thought to have eroded from dog use. Campaigners want a firm commitment that the stones will stay and someone to manage them.
