Thomas F. Jardon, former housing director at South Florida nonprofit Citrus Health Network, was arrested Sept. 23 and faces 57 felony charges over an alleged diversion of more than $1.2 million from homelessness programs. He pleaded not guilty Sept. 24.
An accountant’s discovery of more than $30,000 in Apple products bought through Citrus’s Amazon account helped prompt scrutiny. Investigators said the purchase was assigned to a program that had stopped operating and lacked approval. They allege Jardon used companies he controlled and false housing records to route reimbursement payments to entities linked to him. Citrus reported the suspected theft to the county inspector general and later reimbursed the county for alleged losses.
Investigators separately allege Citrus paid Express Furniture Solutions more than $559,000 between September 2022 and November 2025 for furniture not delivered as invoiced. A review found documented furniture requests in only four of 35 transactions; one former client said she received none despite records saying otherwise. Investigators also identified spending on watches, vehicles, art and travel. Jardon demanded a jury trial; bond was set at $695,000. Other Citrus leaders were not accused of participating.
