The governor of Russia’s Krasnodar region declared a state of emergency Wednesday over Ukrainian drone attacks that have slowed grain exports; affected producers can receive compensation as disrupted sales create a domestic surplus.
Governor Veniamin Kondratyev said “massive attacks” on logistics infrastructure had led to port operations being suspended and disrupted Black Sea shipping, Interfax reported. Krasnodar harvested 11.4 million metric tons of grain and pulses this year, nearly 2 million more than in 2025.
Russia and Ukraine have both stepped up attacks on the other side’s grain vessels in the Black Sea in recent months, pushing global prices higher. The Kremlin said this week that diplomatic contacts continued on Turkey’s proposal for safe grain passage, while Russia sought alternate export routes. Russia withdrew from the Turkey- and UN-mediated Black Sea Grain Initiative in 2023, citing obstacles to its food and fertilizer exports.
