RNC's Zach Kraft accused Democrats of politically blocking Trump's agenda, citing a bill to shield electricity customers from added data-center power costs. The House passed it 417-3 on Sept. 16; Senate Democrats blocked an effort to pass it by unanimous consent the next day.
The bill was the Ratepayer Protection Act, intended to keep electricity customers from bearing additional power-generation and transmission costs tied to data centers. Kraft's remarks came 39 days before the Nov. 3 midterms. Cook Political Report shifted ratings in 15 House races toward Democrats and said a Democratic gain of five to 15 seats was the likeliest outcome; Democrats held 215 seats and needed a net gain of three for the majority.
