UPMC agrees to halt gender-affirming care for patients under 19 for 10 years

UPMC agreed to stop gender-affirming care for patients under 19 for 10 years and pay $950,000 to resolve a federal investigation into alleged billing practices tied to that care. It denied wrongdoing. About 20 people protested outside its Pittsburgh children's hospital Sunday.

Activists said the agreement would harm transgender youth in Pennsylvania and could cost lives. UPMC said it settled to avoid prolonged litigation and protect patients and families from disclosure of sensitive health information; it said the deal includes privacy, confidentiality and non-prosecution protections for patients, guardians, providers and employees.

UPMC had already stopped certain gender-affirming care for young patients in June 2025, citing the risk of federal prosecution; that decision prompted hundreds to protest outside its Pittsburgh headquarters. The Justice Department announced the agreement on Sept. 18 alongside an $8.5 million deal with NYU Langone, saying its claims were allegations and neither hospital admitted liability.
