Reconstruction has not begun nearly a year after a ceasefire ended major fighting. Negotiators have not agreed on conditions for Hamas to disarm and Israel to withdraw its troops. The plan estimates physical damage in Gaza at $35.2 billion; more than 2 million residents are confined to about a third of the enclave, mostly in tents or damaged buildings.
The programs include repairing border crossings, restoring electricity and water infrastructure, deploying 25,000 portable solar kits and permanently filling tunnels beneath sites needed for priority reconstruction. Rubio described the work as a long-term project that could not happen in six months; Kushner acknowledged delays. A Wednesday Israeli attack killed four people, including a Hamas official.
