Texas launches SAM chatbot for state permit and licensing rules

Texas launched SAM, an AI assistant answering permit and licensing questions in English and Spanish with citations to state rules. TREO’s dashboard lists 4,177 rules reviewed and 437 proposed reductions across 11 agencies; each agency must approve changes through rulemaking.

TREO estimates that, if enacted, its recommended changes would remove about 69,000 words from the Texas Administrative Code and save taxpayers $123 million. A second group of agencies, including the Commission on Environmental Quality and the Department of Public Safety, is now under review.

SAM does not provide legal advice; it directs users to confirm details with the relevant agency or a licensed attorney before acting. TREO says it is expanding the activities SAM can help users navigate and refining its answers based on the questions people ask.
