Swiss voters weigh bid to enshrine ‘armed and perpetual’ neutrality

Swiss voters decide Sunday on a constitutional bid to guarantee “armed and perpetual” neutrality; final polls predict rejection by well over 60%. The plan would bar closer NATO ties, military alliances unless Switzerland is attacked, and sanctions not called for by the UN.

Pro-sovereignty group Pro Switzerland gathered enough signatures to trigger the vote after Bern backed EU economic pressure. The government and parliament oppose the initiative, saying its strict rules would constrain Switzerland’s room to manoeuvre. The hard-right Swiss People’s Party supports it; Moscow has praised the proposal, which some opponents call “pro-Russian.”

Another proposal on Sunday’s ballot would raise the food self-sufficiency target from 42% in 2024 to 70%. Polls also suggested voters would reject it; the government said the target would be difficult, if not impossible, to reach, and most major parties called it unrealistic.
