On3/Rivals CEO Shannon Terry defended the service in an X post, citing 1.04 million high-school football players last season and about 6,600 with a Rivals star rating—roughly 0.6%. He called the gap a scouting-capacity issue. Rivals says the service aims to find prospects beyond FBS, including at FCS, Division II, NAIA and Division III levels.
