Tennessee Democrat Steve Cohen introduced 26 articles of impeachment against President Donald Trump on Sept. 24, alleging misconduct during Trump's second presidency. Cohen says the resolution is unlikely to advance; introduction alone does not impeach Trump.
Cohen's articles allege that Trump sowed doubt about elections and waged war on Iran without congressional approval. They target immigration policies, including use of the Alien Enemies Act to deport Kilmar Abrego Garcia to El Salvador, and allege defiance of court orders. Other claims concern federal spending, pardons and press freedom, including excluding reporters from the White House and alleged pressure on CBS and ABC to change editorial content; the resolution also addresses universities, law firms and alleged personal profit from the presidency. The allegations do not establish impeachable offenses.
The measure follows a narrower resolution from Rep. Al Green, which the House tabled 232-147 on Sept. 15. Eighteen Democrats joined nearly all Republicans in voting to table it; 47 lawmakers, including House Democratic leaders Hakeem Jeffries, Katherine Clark and Pete Aguilar, voted present. The leaders said impeachment should follow investigations and hearings that had not yet taken place.
