Putin said Moscow had been ready to resume negotiations after last week's Russian parliamentary elections, but accused Ukraine of attacking Moscow and polling stations. He said attacks on polling stations killed one election official and injured others.
Russian forces have recently targeted Kyiv and other Ukrainian towns with day-long drone and missile barrages; Friday's air strikes killed seven people in the capital. Ukraine has for months struck Russian targets, including oil-industry sites and retail outlets, some as far as 3,000 km from its border. Putin also said Ukraine's difficulty intercepting higher-flying jet-powered drones had prompted its call for talks.
