Proposed East Carson district could raise about $500,000 a year

South Side leaders propose an East Carson Street improvement district that supporters say could raise about $500,000 a year from commercial property owners for business recruitment and corridor upgrades; City Council has not taken final action.

Under the proposal, commercial property owners in the district would pay assessments into a fund managed by a Neighborhood Improvement District Management Association, with money restricted to the business corridor. Proposed spending includes marketing, beautification, events and efforts to recruit businesses and activate vacant storefronts. Some owners oppose added assessments and question whether the funding model addresses the neighborhood’s challenges; after public hearings, owners can formally object before City Council acts.

Business owners have cited rising operating costs and changing consumer habits among the factors behind vacancies. The proposed district is separate from the city’s broader South Side District Plan, a long-term framework for development, investment, housing, transportation and public spaces that leaders say is intended to preserve the neighborhood’s character while enabling growth.
