Former business secretary Peter Kyle says Andy Burnham’s government lacks focus on growth and needs more urgency. He suggested testing taxes for their effect on growth and discussing with unions whether to delay some workers’ rights changes.
The Employment Rights Act passed in December 2025, but some changes are not due to take effect until next year. Burnham, who has argued that devolving powers to regions and nations can support growth, is due to address Labour’s annual conference in Liverpool on Tuesday.
Chancellor John Healey is due to deliver his first Budget on 28 October. The OECD forecasts UK growth of 1%, slightly below its previous 1.1% projection.
