Moldova’s parliament approved a 60-day emergency covering water and energy, authorizing faster action and temporary measures as drought leaves the Dniester unusually low and conflict-linked energy prices strain supplies before winter. The vote was 54–20.
Prime Minister Vasile Tofan said inflow to Ukraine’s upstream Novodnistrovsk reservoir was about 22 cubic meters per second, compared with 60 he said was needed. Environment Minister Gheorghe Hajder said limits on nonessential water use could become necessary. Tofan said he was not predicting supplies would run out the next day, but that several risks were converging.
Water and energy alert measures had been in place since July as drought spread across Europe. Moldova also declared an energy-sector emergency in March after Russian attacks on Ukraine’s grid cut a key transmission line to Romania. The country imports much of its natural gas and electricity.
