Xcel Energy’s Minnesota rate case remains unresolved; the commission defends a 9.6% allowed return on equity. Minnesota’s attorney general, Commerce Department and Citizen Utility Board seek review; most of more than 8,600 comments opposed Xcel’s proposed increase.
The commission chair filed an opinion further explaining the decision. The three groups say the allowed return would add tens of millions of dollars in yearly customer costs; the full commission must decide whether to reopen the case or leave its position in place.
