Kremlin spokesman Dmitry Peskov said Russia-US arms-control talks should have resumed “yesterday,” but any restart would require lengthy, painstaking expert negotiations. He said China would not join proposed trilateral talks, and Moscow knew of no change to Beijing’s position.
Peskov was responding to US President Donald Trump’s call for trilateral arms-control negotiations involving the United States, Russia and China. Beijing says its nuclear arsenal is far smaller than those of Russia and the US, making its participation unnecessary.
Russia has repeatedly said it wants to restore its badly degraded ties with the US, but differences over the conflict in Ukraine have so far prevented a meaningful reset in relations.
