Kenneth Kenji Shrine is held at Santa Rita Jail on a warrant alleging a post-release supervision violation, pending likely transfer to Contra Costa County. A UC Berkeley student says he followed her into her apartment complex on Sept. 15 after climbing its locked gate.
Winograd said Shrine first followed her as she walked her dog, prompting her to run to the complex. She waited more than an hour for police; the department said officers were handling higher-priority calls, including a domestic violence call and an at-risk missing-person case. About four hours after an officer left, building security found him asleep inside at around 1:30 a.m., she said. Police believed the pointed object he pulled from his pocket was a barbecue lighter.
On Sept. 16, Winograd saw Shrine outside again; police identified him, cited and released him, and referred a misdemeanor trespassing case to the Alameda County district attorney for filing consideration. Shrine was arrested on campus June 11 on suspicion of violating a restraining order filed by a university employee and charged with a misdemeanor. On June 19, he was taken into custody for allegedly setting fire to an outdoor umbrella at a Menlo Park coffee shop; he later pleaded not guilty to felony arson. The Almanac reported a prior felony arson conviction and convictions for vandalism, battery and violating probation.
