Guernsey Bailiff Jessica Roland said she does not regret allowing deputies to submit new amendments after July’s tax-reform debate, calling it the right decision. With talks continuing next week, 40 of the 57 proposed changes remain to be discussed.
The Policy and Resources (P&R) package includes a 3% goods and services tax (GST), lower income-tax rates and higher allowances. It would also limit social-security contributions, reintroduce motor tax and raise taxes on some businesses. Amendments include proposals to tax Guernsey’s governor, remove the package’s mitigations and give tax breaks to people building their own homes.
Roland became Guernsey’s first female bailiff on Thursday, succeeding Sir Richard McMahon. Separately, four deputies propose replacing the P&R package with a 22% income-tax rate; one version would be limited to two years.
