The Enquirer’s reporter and a photographer followed a Hamilton County Job and Family Services caseworker through a day of appointments, meeting six children in county care ahead of a Nov. 3 vote on a children’s services levy.
At county meetings, commissioners discussed the strain on Job and Family Services, a rise in children in county custody and increased medical or behavioral needs, while weighing how to reduce the levy’s burden on taxpayers. The reporter said aggression and runaway risks can mean a need for out-of-home placements, and cited generational involvement in foster care and domestic violence as difficulties for caseworkers.
