Belgian safety group Johanna.be says Tesla’s Full Self-Driving exceeded speed limits in most 30 km/h zones tested around Brussels, averaging 44 km/h; videos reportedly showed attempts to pass cyclists on streets where overtaking is prohibited.
Johanna.be tested FSD for three days in July, covering roughly 400 km. Its report said the system also had repeated problems in 20 km/h zones and often displayed incorrect speed limits despite appearing to recognize roadside signs. The group added that FSD behaved cautiously around pedestrians and cyclists, often yielding proactively.
Earlier this month, Tesla released a study saying its FSD-equipped vehicles do not speed excessively and generally travel at speeds consistent with surrounding traffic. Flemish transport ministry spokesperson Xavier Lesenne called FSD a learning system that adapts over time, but said drivers remain fully responsible and must be ready to intervene. An EU-wide vote could take place as early as next month.
