Azerbaijan’s second investment forum opened in Baku on Sept. 25, with agreements spanning digital development, renewable energy and manufacturing. The week included Formula 1 racing and a security forum with nearly 600 participants from more than 100 countries.
Azerbaijan’s economy ministry partnered with Vietnam’s ROX Group on construction and development and signed a digital-economy memorandum with Microsoft. Energy officials and ROX subsidiaries agreed to assess utility-scale solar and wind projects; other agreements cover drug and veterinary-vaccine production and a poultry project. An Azerbaijan-Oman investment fund is at the term-sheet stage, while SOCAR and partners agreed to assess local water-meter manufacturing.
The first forum, in September 2025, produced investment agreements worth more than $10 billion, including over $7 billion for the non-oil sector. The article does not state an aggregate value for the new agreements. Uzbekistan’s investment minister said bilateral trade was almost $1 billion and shipments via Azerbaijan had more than doubled in three years; he reported growth above 30% in the first six months of the year. The two countries plan a joint venture for ferries and corridor infrastructure.
