Dominican President Luis Abinader urged the UN to fully deploy Haiti’s security force, enforce the arms embargo and impose sanctions on gang financing as the mandate expires next week; only about one-fifth of its authorized 5,550 personnel are deployed.
Addressing the UN General Assembly, Abinader said the Security Council had approved a framework for an international force in Haiti but not the means to make it effective. He said Haiti’s police, armed forces and justice system need support so security can eventually be sustained domestically.
Abinader cited last month’s attack in Kenscoff, where at least 47 people, including children, were killed. He said the Dominican Republic had contributed financially to the fund, facilitated logistics and UN support operations from its territory, cooperated with sanctions enforcement and treated mission personnel in its hospitals. He also said Santo Domingo would protect its border and enforce migration laws, adding there was no Dominican solution to Haiti’s crisis.
