AB 2074 passed in August and awaits Gov. Gavin Newsom’s signature. It would require seven California cities to create transit-hub districts where residential height caps cannot be below 150 feet; at least a quarter of the districts must allow buildings up to 450 feet.
The seven cities, identified by California YIMBY, are Long Beach, Los Angeles, Oakland, Sacramento, San Diego, San Francisco and San Jose. The bill applies to cities with at least 400,000 residents and, according to California YIMBY, requires at least two transit stops. Each district must include at least one transit-oriented development stop.
A Senate Appropriations Committee analysis says the bill could impose new, unknown costs on the seven cities, which would not be reimbursed by the state. If signed, it would also trigger a California Housing Finance Agency study of housing construction loans and financing. San Diego Mayor Todd Gloria endorsed the bill in April.
