Foreign Minister Abbas Araghchi said Iran had sent the plan to the U.S. through intermediaries and that implementation could begin once Washington accepted its terms. Those terms included lifting the U.S. naval blockade of Iranian ports, waiving sanctions on Iranian oil sales and a ceasefire that would include Lebanon; the proposal also called for renewed nuclear negotiations.
The New York Times reported that U.S. envoy Steve Witkoff and Jared Kushner met Araghchi through Qatari mediation in New York during the U.N. General Assembly. Secretary of State Marco Rubio said a roughly three-hour meeting produced no breakthrough, while Iranian officials called the discussions productive and said further contacts remained possible.
