Rivals and On3 CEO Shannon Terry said the service would put the same scouts, using the same standards, on more players’ film. He cited 1.04 million high school football players last season, of whom about 6,600—roughly 0.6%—had Rivals star ratings. He said the scouts have focused on FBS prospects, while FCS, Division II, NAIA and Division III players rarely get their film watched.
