Atlantic City Cannabis Review Board member Kashawn McKinley was charged with honest-services fraud and two counts of soliciting bribes. Prosecutors allege he took over $20,000 in cash and marijuana to help open a shop and cut its fees, then directed the owner to assault someone.
Prosecutors say McKinley received a bribe for securing a “micro” cannabis classification, which let the business renew its mercantile license for $2,500 annually instead of the $25,000 fee required for standard cannabis businesses. They allege he directed the owner to assault someone in October 2025 in exchange for help resolving a fee dispute with Atlantic City.
The charges were brought by complaint, according to the U.S. Attorney’s Office. Honest-services fraud carries a maximum 20 years in prison and a fine of up to $250,000; each bribery count carries a maximum 10 years and a fine of up to $250,000.
