The Athletic reports an independent commission found Manchester City guilty over 115 breaches of Premier League financial rules. City says the process remains ongoing; both sides have 14 days to appeal, triggering a new three-member commission.
The charges concern whether City provided accurate financial information and complied with Profit and Sustainability Rules from 2009 to 2018. The Premier League also accused the club of failing to cooperate with its investigation. City has denied wrongdoing, and a spokesperson said significant elements of the process remain unfinished and confidential.
An appeal would be heard by a fresh three-person commission selected by Murray Rosen KC, chair of the Premier League’s judicial panel. Any sanctions or points deductions would be delayed until the appeal ended, and the panel’s decision would be final, with no route to CAS. In City’s 2020 UEFA case, CAS lifted a two-year European ban and reduced a €30 million fine to €10 million.
